- ➤ State lawmakers passed bills to boost special education funding and limit rent increases, with the cap allowing a 7 percent rise adjusted for inflation or a 10 percent maximum for most units and a 5 percent limit for mobile parks—part of a $78 billion spending plan that also funds a DNR study of the Elwha River watershed. The bills now await Gov. Bob Ferguson’s signature by May 20. Peninsula Daily News
