- ➤ Singer-songwriter Matt Butler performed at Clallam Bay Corrections Center during his weeklong residency, playing for 23 gang dropouts in the Safe Harbor unit—he earned supportive responses from inmates. - ➤ State lawmakers passed bills to boost special education funding and limit rent increases, with the cap allowing a 7 percent rise adjusted for inflation or a 10 percent maximum for most units and a 5 percent limit for mobile parks—part of a $78 billion spending plan that also funds a DNR study of the Elwha River watershed. The bills now await Gov. Bob Ferguson’s signature by May 20. Peninsula Daily News
